Deputy state’s attorney Michael Schatzow blamed officer Caesar Goodson for not ensuring that the 25-year-old was wearing a seat belt. Two officers so far have faced far less charges than officer Goodson, who prosecutors say gave Gray a “rough ride.” Jeff Pegues has more.
