Rep. Lloyd Doggett on Tuesday called for President Biden to drop out of the 2024 race, the first Democrat in Congress to do so following last week’s debate. And as other Democratic lawmakers ask questions about Mr. Biden’s ability to win, the campaign insists his support among voters has not changed. Weijia Jiang reports.
