An Oregon attorney is challenging a 2018 ruling by the 9th Circuit, which said people who are homeless cannot be moved if there aren’t enough shelter beds for a city’s entire homeless population. California officials have strongly criticized the decision. CBS Bay Area’s Lauren Toms reports.
