Voting was underway Friday in Moscow-controlled regions of Ukraine on referendums to join Russia. Ukrainian President Volodymyr Zelenskyy has called the Kremlin-orchestrated votes a “sham referenda.” Elise Giuliano, a senior lecturer in political science at Columbia University, discussed the votes.
