Dog chained outside home found frozen to death

HARTFORD, Conn. – Police are investigating the death of a dog that was chained outside a Connecticut home in the bitter cold and found frozen inside its doghouse on New Year’s Day.
    
Hartford police say the dog might have been outside for as long as a month before it was discovered by police. It was also malnourished and covered in feces. They say the dog’s owner has been in jail for months on drug charges and claimed to have made arrangements for the dog’s care.

According to CBS affiliate WFSB-TV, a neighbor said the dog was living in the basement of the home, but was moved outside when a water pipe burst. Now, a member of the family is expected to face animal cruelty charges.

This comes almost a week after a dog was found “frozen solid” on a porch in Toledo, Ohio. The humane society was looking into the dog’s death, cruelty investigator Megan Brown told The Blade.
    
“I don’t know how long she was out there,” Brown said.
    
A second dog was found shivering inside the home. The dogs’ owner told The Blade utilities that had been shut off, but he had been providing for the dogs while living elsewhere. He said he didn’t know how one dog, an American bully, got outside.
